Dubai’s DIFC Reports Record Growth in H1 2025, Cementing Position as Global Financial and Innovation Hub
The Dubai International Financial Centre (DIFC), the region’s leading global financial hub, has recorded its best-ever half-year performance in H1 2025, with unprecedented growth across all sectors—financial services, fintech, innovation, education, and real estate. This marks a new milestone in Dubai’s ambition to lead the world in economic diversification, technological advancement, and regulatory innovation.
Between January and June 2025, 1,081 new companies registered at DIFC, a 32% increase compared to the same period last year, bringing the total number of active firms to 7,700, up 25% year-on-year. The number of professionals working within DIFC reached 47,901, representing a 9% rise from H1 2024.
Leadership Speaks: A New Era for Dubai's Economy
Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, UAE Deputy Prime Minister, and Minister of Finance, praised the record results:
“Dubai has entered a new and greater phase of growth… DIFC's performance highlights the global confidence it enjoys.”
He emphasized Dubai’s ongoing commitment to supporting an ecosystem that fosters innovation, agility, and sustainable business expansion.
Financial Sector Sees Historic Gains
DIFC saw a 28% rise in financial services authorisations, with the Dubai Financial Services Authority (DFSA) now regulating 980 entities, a 17% year-on-year increase.
Key Financial Highlights:
- Banking & Capital Markets: Up 17% to 289 firms
- Wealth & Asset Management: Grew 19% to 440 companies
- Hedge Funds: 85 now operating at DIFC, marking a 72% increase
- Insurance & Reinsurance: 135 firms, 8% growth, with gross premiums reaching $3.5 billion
- Family Businesses & Foundations: Family entities surged 73% to 1,035, while registered foundations rose 54% to 842
The number of funds managed or marketed through DIFC exceeded 10,000, with 69 managing over $1 billion each—an indication of growing institutional confidence in the centre.
Fintech and Innovation Continue to Flourish
DIFC’s innovation ecosystem continues its steep trajectory. As of H1 2025:
- 1,388 fintech and innovation firms are active, up 28% year-on-year
- Non-financial companies in DIFC increased by 28% to 6,335

The Ignyte growth platform, launched in late 2024, delivered Dhs182 million in economic value by supporting start-ups and connecting investors.
Education and Legal Advancements
The DIFC Academy had its highest enrolment ever, with 4,947 learners completing professional programs in just six months. The new "1 Million Learners" initiative aims to educate 1 million people in sustainability by 2030.
Over 6,000 hours of sustainability training were delivered in H1 alone, adding to a cumulative 22,241 hours since the initiative’s start.
On the legal front, DIFC proposed updates to key frameworks:
- Variable Capital Company Regulations
- Law of Security
- Insolvency Law
- Employment Law
DIFC will also host the 2026 Global Privacy Assembly, the world’s premier data protection forum.
Real Estate Momentum
Real estate at DIFC also saw strong demand:
- DIFC Heights residential units sold out within three days of launch
- 1.6 million sq. ft. of new commercial space under development, to be delivered starting Q1 2026
These developments reflect growing demand for office and living space as more global firms set up operations in Dubai.

DIFC welcomed a diverse mix of new clients in H1 2025, including:

Abu Dhabi Airports isn’t alone in regional advancement—DIFC signed multiple strategic MoUs and launched key collaborations:
- Agreements with JD Property (JD.com) for regional e-commerce infrastructure
- Partnership with TAQA to explore smart utilities and sustainable airport technologies
- Growth of MRO capabilities in partnership with Bombardier at Al Bateen Executive Airport
