His Highness Sheikh Mohammed Bin Rashid Al Maktoum, in his roles as Ruler of Dubai, Vice President, and Prime Minister, has issued Decree No. (48) of 2024, which establishes the Dubai Resilience Centre.
This new public entity is designed to enhance Dubai's reputation as a leading city in risk management and rapid response to emergencies, crises, and disasters.
Operating under Dubai's Supreme Committee of Crisis and Disaster Management, the Centre is granted the necessary legal authority to implement policies and procedures that fulfill its objectives. Its primary mission is to make Dubai the most agile city globally in handling various risks and ensuring swift recovery while coordinating joint efforts effectively.
The responsibilities of the Dubai Resilience Centre include developing comprehensive resilience plans, supporting strategic policies, and establishing a general framework for crisis management in collaboration with relevant authorities and the Executive Committee of the Supreme Committee of Crisis and Disaster Management. The Centre will also measure implementation progress, manage a central operations platform, and foster local, regional, and international partnerships.
Additionally, the Centre will collect and analyze data to develop efficient response strategies, propose awareness initiatives, and conduct scenario-based training exercises. These efforts aim to bolster the city’s preparedness for potential emergencies and document insights for continual improvement.
An Executive Director, appointed by the Chairman of The Executive Council of Dubai, will lead the Centre, coordinating policy implementation and performance measurement with relevant stakeholders.
The Decree mandates full cooperation from all government and non-government entities in Dubai, requiring them to provide necessary data and support to achieve the Centre’s objectives. It also annuls any conflicting legislation and takes effect immediately, with its details published in the Official Gazette.
This initiative signifies a substantial advancement in Dubai's capability to manage crises effectively, reinforcing the emirate's commitment to safety and resilience.
