Dubai Rolls Out Workforce Productivity Measurement System Across Government Entities
Dubai has taken a major step to strengthen the efficiency and accountability of its public sector. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai, has issued Executive Council Resolution No. (67) of 2025, introducing a Workforce Productivity Measurement System for all government entities.
The initiative reflects Dubai’s ongoing commitment to modernising public services, improving resource allocation, and ensuring measurable performance outcomes across departments.
Phased Implementation to Track Performance
According to the new resolution, the Dubai Government Human Resources Department (DGHR) will oversee a phased rollout of the system.
- Initial Phase: Productivity will be assessed using recognised performance indicators. These include service output compared to workforce size, total salaries, working hours, and related operational data.
- Development Phase: Insights from the first stage will guide the creation of new efficiency-enhancing initiatives tailored to each department.
- Final Phase: The system’s overall effectiveness will be reviewed to ensure measurable improvements and sustainable performance gains.
A comprehensive procedural guide will detail the responsibilities of all involved entities and the technical steps required for each stage.
Clear Roles and Coordination Between Key Government Bodies
The General Secretariat of The Executive Council is tasked with classifying and updating government services and coordinating efforts with the Department of Finance, Dubai Digital Authority, and DGHR. It will validate performance metrics and offer technical support throughout implementation.
Meanwhile, DGHR will be the lead authority in managing and supervising the system. Its responsibilities include:
- Preparing and updating procedural manuals.
- Developing and refining productivity indicators.
- Working with financial authorities to align budgets with measurable performance.
- Monitoring compliance and reporting results to the Executive Council.
This structured collaboration aims to create a transparent, data-driven ecosystem for evaluating and improving government workforce efficiency.
Strong Digital Foundation for Real-Time Insights
The Dubai Digital Authority will play a pivotal role by providing the technical backbone of the initiative. Its responsibilities include:
- Developing and maintaining the system’s digital platform.
- Ensuring data integration and real-time analytics for productivity tracking.
- Supporting secure information exchange across departments.
By leveraging advanced digital tools, Dubai is setting a new benchmark for data-driven public sector reform, enabling decision-makers to monitor performance instantly and adjust strategies as needed.
Compliance and Accountability Measures
All government entities must fully comply with the procedural guide, regularly submit productivity data, and act on recommendations to improve performance and cost efficiency. The Director-General of DGHR will issue implementing decisions in coordination with relevant authorities to ensure smooth adoption.
Failure to comply could affect departmental evaluations and budgeting processes, reinforcing accountability and encouraging proactive efficiency measures.
A Step Toward Smarter Public Service
This initiative complements Dubai’s broader vision of a digitally advanced, citizen-centric government. It supports the emirate’s ongoing efforts to streamline services, manage costs effectively, and improve the experience of residents and businesses interacting with public agencies.
By introducing measurable productivity standards, Dubai is positioning itself as a regional leader in government innovation, demonstrating how public administration can adopt modern performance management frameworks similar to those in the private sector.
Strategic Impact
The Workforce Productivity Measurement System builds on previous reforms, including flexible work models and digital transformation strategies across government departments. It directly supports Dubai’s goals to:
- Maximise operational efficiency and reduce redundancies.
- Align workforce planning with strategic financial management.
- Improve service delivery speed and quality.
- Reinforce Dubai’s global competitiveness by ensuring a highly responsive public sector.
This Executive Council Resolution takes effect upon publication in the Official Gazette, replacing any conflicting rules and formally setting Dubai on a path toward more transparent and performance-driven governance.
